The farewell call took place at the Special Forces Command headquarters in Entebbe, where Gen. Kainerugaba commended the ambassador for his role in advancing the enduring partnership between Uganda and Russia.

He noted that the relationship between the two nations remains unbreakable, grounded in shared history and a common commitment to regional stability. The CDF particularly highlighted the impact of Russian support in the modernization and professionalization of the Uganda People’s Defence Forces (UPDF).

Gen. Kainerugaba emphasized that the technical cooperation and specialized collaboration witnessed during Ambassador Semivolos’ tenure have significantly strengthened Uganda’s national security framework. He said this support has enhanced the country’s ability to neutralize threats, secure its borders, and ensure operational success across various missions.

He further described Russia’s military assistance as a clear reflection of the depth and strength of bilateral relations.

In response, Ambassador Semivolos reflected positively on his four years and five months in Uganda, noting significant progress in consolidating ties between the two countries. He pointed to ongoing efforts to formalize cooperation through Memoranda of Understanding in sectors such as tourism, agriculture, and immigration.

The ambassador also highlighted plans to conclude a reciprocal visa-waiver agreement for holders of diplomatic and official passports, which will be integrated into a broader framework of cooperation expected to be signed in the near future.

While wishing the outgoing envoy success in his future assignments, Gen. Kainerugaba reaffirmed the UPDF’s commitment to further strengthening military and diplomatic relations with Russia.

The meeting concluded with both sides pledging to deepen bilateral cooperation, with Gen. Kainerugaba noting that regular high-level exchange visits continue to reflect the strong ties between the two nations.
