President Kagame Open to Reviewing Early Morning Adhan After Muslims’ Appeal

President Paul Kagame has expressed willingness to review the suspension of the early morning Islamic call to prayer (Adhan), following a request from members of the Muslim community in Rwanda.


He made the remarks during a meeting with Muslims from across the country at BK Arena, held shortly after the celebration of Eid al-Fitr, marking the end of the Holy Month of Ramadan.

During the discussion, a Muslim woman raised concerns that the absence of the early morning Adhan makes it difficult for some faithful to fully observe their prayers.

“Mr. President, if you could help us restore the early morning prayer call, it would allow us to pray together and fully observe our prayers as required in Islam,” she said.

Responding to the request, President Kagame indicated that the matter is not complicated and can be reconsidered.

“Those are the hours to wake up. Are you afraid of those who wake you up in the morning? The responsible institutions should look into this issue,” he said.

The early morning Adhan, traditionally broadcast through loudspeakers, was suspended in 2022 due to noise pollution regulations under Rwanda’s law on public disturbances. Authorities emphasized at the time that while the broadcast was restricted, the right to perform prayers remained unaffected.

The President’s response signals a possible policy review, as relevant institutions consider how to accommodate religious practices while maintaining compliance with existing noise control regulations.

Muslims who attended the meeting also welcomed the engagement, reaffirming their commitment to contributing to Rwanda’s development.
