Minister Dr. Biruta Conveys Kagame’s Message to President Sassou N’Guesso

Rwanda’s Minister of Interior Dr. Vincent Biruta met with President Denis Sassou N’Guesso in Brazzaville, Congo, where he delivered a message of congratulations from President Paul Kagame on his re-election for a fifth term.


The visit, which took place on March 25, 2026, also included Rwanda’s request for Congo-Brazzaville’s support for Louise Mushikiwabo’s bid for a third term as Secretary-General of the Organisation Internationale de la Francophonie (OIF).

Mushikiwabo has served in the position since January 2019, with her second term beginning in November 2022. If re-elected, she would surpass the record of Abdou Diouf of Senegal, who led the organization for three terms between 2003 and 2014.

During the discussions, both sides emphasized the strong and longstanding relations between Rwanda and Congo-Brazzaville, which span trade, economic cooperation, and diplomacy.

The relationship between the two countries dates back to 1976 through general cooperation agreements. After being affected by the 1994 genocide against the Tutsi, bilateral relations were revived in 2010 through renewed high-level engagement, and both countries established embassies in 2016.

On July 22, 2022, Rwanda and Congo-Brazzaville signed agreements to promote trade and economic cooperation under AfCFTA, signed by the respective trade ministers and overseen by President Kagame and President Sassou N’Guesso.

Minister Dr. Vincent Biruta was accompanied by Rwanda’s Ambassador to Congo-Brazzaville, Parfait Busabizwa, during the meeting, which underscored the continuity and depth of Rwanda–Congo bilateral relations and their shared commitment to strengthening cooperation in areas of mutual interest.
