RDB Hosts Azerbaijan Delegation to Strengthen Public Service Innovation
Rick Ayibanda, Officer of Licensing at the Rwanda Development Board, welcomed a delegation from Azerbaijan’s State Agency for Public Service and Social Innovations to Kigali as part of efforts to enhance public service delivery.
The delegation, which arrived on May 4, 2026, is led by Mahammadali Khudaverdiyev, Director of International Cooperation at SAPSSI. Their visit focuses on sharing expertise and exploring ways to further improve citizen-centered services in Rwanda.
SAPSSI is the driving force behind the internationally recognized ASAN (Azerbaijan Service and Assessment Network) model, known for delivering efficient, fast, and user-focused public services.
During their stay, the delegation is expected to engage with various Rwandan government institutions to exchange best practices, discuss innovative service delivery approaches, and identify new opportunities for collaboration.
The visit reflects the growing partnership between Rwanda and Azerbaijan, particularly in advancing modern, technology-driven public services designed to better serve citizens.
