Rwanda Launches High-Level Meeting to Strengthen Local Governance and Service Delivery

Rwanda’s Prime Minister Dr. Justin Nsengiyumva today officially opened a meeting bringing together central government leaders and local authorities to strengthen coordination, improve public service delivery, and address pressing challenges affecting citizens.


In his remarks, the Prime Minister emphasized the importance of resuming these gatherings, which had been interrupted by the COVID-19 pandemic, and proposed making them an annual practice to encourage continuous dialogue and joint planning.

He stressed that no level of government should act in isolation, highlighting that public officials must work together to ensure citizens receive timely and quality services across sectors, from access to clean water and healthcare to education, infrastructure, and essential documents. 

Dr. Nsengiyumva praised local leaders for their dedication and deep understanding of community needs, while urging them to proactively engage with citizens to identify problems and provide solutions, whether it concerns agricultural challenges, natural disasters, or everyday public service delivery. 

The Prime Minister highlighted child nutrition as a national priority, calling on leaders to strengthen programs that ensure children have access to balanced diets and proper healthcare. He also addressed persistent sanitation challenges, including lack of toilets, unsafe living conditions, and the consumption of substandard alcohol, warning that these issues threaten public health, slow economic growth, and undermine development goals. 

Dr. Nsengiyumva underscored the importance of monitoring government projects closely, urging leaders to treat initiatives as their own, actively follow progress, resolve delays, and ensure tangible benefits reach citizens. 

He reminded officials that leadership requires accountability, decision-making, and a willingness to overcome obstacles at the local level, while escalating issues when higher-level support is needed. Throughout his address, the Prime Minister emphasized the need for unity, collaboration, and a “Team Rwanda” culture in which all government actors work together to put citizens first. 

He concluded by urging open and honest dialogue during the meeting and reaffirmed that the ultimate goal of governance is to improve the well-being and quality of life of every Rwandan, ensuring that public service delivery, community engagement, and development initiatives are not only efficient but genuinely responsive to the needs of the people.
