Rwanda reaffirms commitment to peace in Eastern DRC, calls for action on root causes

Rwanda has reiterated its support for a peaceful and political resolution to the conflict in Eastern Democratic Republic of the Congo (DRC), emphasizing the importance of addressing the root causes of long-standing instability in the region.


In the remarks delivered by Ambassador Martin Ngoga, Permanent Representative of the Republic of Rwanda to the United Nations, during a UN Security Council session.

Ambassador Ngoga stated that the conflict in Eastern DRC is not of Rwanda’s making and highlighted Rwanda’s continued concern over the presence of the FDLR, describing it as a genocidal armed group founded by perpetrators of the 1994 Genocide against the Tutsi.

He warned that the group and its ideology remain a persistent threat and stressed the need to decisively neutralize it and eliminate hate-based narratives.

He further emphasized that resolving the crisis requires addressing internal dynamics within the DRC through Congolese-led solutions. He pointed to ongoing peace efforts under the Doha Framework for Peace and the Washington Peace Agreement, noting that progress in both tracks is essential to achieving a durable ceasefire and long-term political settlement, including the safe and dignified return of long-term refugees.

The Ambassador also acknowledged the mediation efforts of the United States, Qatar, and the African Union, while stressing that implementation of peace agreements must remain impartial, with equal accountability for all parties.

He expressed concern over rising violence in Eastern DRC, including drone and aerial strikes in civilian areas that have caused casualties and destroyed infrastructure. He said these incidents highlight the urgent need for a ceasefire and stronger protection of civilians.

Ambassador Ngoga concluded by reaffirming Rwanda’s commitment to the Washington Peace Agreement and the Doha Framework, stressing that effective implementation of existing commitments is key to achieving lasting peace in the Great Lakes region.
