Rwanda Pushes for Seychelles’ Backing of Mushikiwabo’s OIF Third-Term Bid
Rwanda’s Minister of Public Service and Labour, Christine Nkulikiyinka, engaged in high-level talks with the Vice President of Seychelles, Sébastien Pillay.
During an official visit aimed at strengthening diplomatic ties and securing support for Louise Mushikiwabo’s candidacy at the Organisation internationale de la Francophonie.
The discussions, confirmed by Rwanda’s Ministry of Foreign Affairs on March 21, 2026, focused on rallying Seychelles’ endorsement as Mushikiwabo seeks a third term leading the Francophonie. Rwanda has intensified diplomatic outreach to partner states as part of its campaign to maintain leadership within the organization.
Beyond the OIF bid, both sides reviewed the state of bilateral relations and emphasized the importance of implementing existing cooperation agreements, particularly in agriculture and tourism. The talks reflected a shared commitment to deepening collaboration in sectors that support economic growth and development.
On January 12, 2026, Paul Kagame officially re-nominated Mushikiwabo for the top OIF position. She has served as Secretary-General since 2019, with her second mandate beginning in November 2022.
If re-elected, Mushikiwabo would enter a third term, potentially equaling or surpassing the record set by Abdou Diouf, who led the organization for three consecutive terms.
The visit also underscores the growing partnership between Rwanda and Seychelles. In recent years, the two countries have strengthened cooperation in areas such as health, investment, and security, alongside a visa waiver agreement that facilitates travel and trade between their citizens.
