Minister Nduhungirehe delivered Kagame’s special message to Djibouti President

Rwanda’s Minister of Foreign Affairs, Olivier Nduhungirehe, delivered a special message from President Paul Kagame to Djibouti’s President, Ismaïl Omar Guelleh, during an official visit in his capacity as Special Envoy.


The discussions centered on strengthening bilateral relations and rallying support for the candidacy of Louise Mushikiwabo, who is seeking a third term as Secretary-General of the Organisation internationale de la Francophonie (OIF).

Before meeting President Guelleh, Minister Nduhungirehe held talks with Djibouti’s Foreign Minister, Abdoulkader Houssein Omar, reviewing the current state of cooperation and exploring opportunities to further expand ties.

Both sides emphasized the long-standing, cordial relations between Rwanda and Djibouti and identified sectors where collaboration could be strengthened.

Rwanda and Djibouti have previously signed agreements covering trade, transport, technology, investment protection, and diplomatic facilitation.

In November 2025, both countries also concluded nine new cooperation agreements in areas including sports, health, community development, and diplomatic training.

As part of their ongoing partnership, Djibouti allocated 60 hectares of land near its port and commercial zones to Rwanda, while Rwanda reciprocated by providing 10 hectares in the Masoro Industrial Zone in Kigali.

Mushikiwabo’s bid for a third term in OIF leadership will be decided during the General Assembly scheduled for November 2026 in Phnom Penh.

The visit by Minister Nduhungirehe highlights Rwanda’s commitment to strengthening diplomatic ties and promoting mutually beneficial cooperation with Djibouti.
